Steps to take for travel to Spain during pandemic
 
1. You must obtain permission from your nearest Spanish Consulate.
2. You will need a Letter of Medical Necessity from Dr. Clavel
3. No more than 48 hours prior to arrival in Spain; you must complete a Spanish Medical Questionnaire. You will be given a code, which you can print out and take with you, or download the app and have it scanned upon arrival.

Be fair warned...I was denied entry to Spain on Friday. My suggestion is get approved then by your airfare. The Spanish Consulate didn't even give a reason. It may be a lottery, who knows? But we have $3300 in airfare that is non refundable.

Entry changes
 
So effect August 7th, 2020 Spain was not even allowing patients entry even if you take a CoVid-19 test.
Germany Police Border Control agents will not clear you in advance. You are told you can enter or not once you arrive.
