You know Harrison, this comment from the article you cited typifies what I believe allows things like the ACA to happen. Mr Hawley seems to be OK with the government confiscating someone elses wealth to give to the poor, but thinks it's robbery for the government to confiscate his wealth to give to the poor.
I'm not sure what ACA supporters thought was going to happen.
