It is called the hill burton act and it is a law that a hospital who receives any federal money at any point in time can not refuse to treat a patient under any conditions; even if they have absolutely no way to pay for the care the problems must be with the dr not the hospital dr's can refuse to treat Medicare pts if they choose to do so�
